context-meter

Draws a band above the prompt with how full the context window is: a bar that goes green, yellow from 70% and red from 85%, the tokens used out of the window, and a reminder to /compact near the limit. The first time the window passes 85% it also shows a toast.

It touches display (the band and the toast) and reads the session's usage. It changes nothing.
