No. A mod's name is unique across Modyard, so a name always means the same mod, whoever publishes it.
Publish a zip with a higher version in plugin.json. Published versions never change, and people update with claude plugin update.
Yes. Connect it to the publisher MCP with OAuth, or give it a write key, and it can publish new mods and new versions. Reading the catalogue needs neither.
